CUPE Local 40 Bargaining Update

​CBE is bargaining with CUPE Local 40. Bargaining happens between CBE as the employer, and CUPE Local 40.

CBE's current proposal: 11.46% wage increase over four years.

On Mar. 13, 2025, the CBE presented an updated wage proposal to CUPE Local 40. The updated proposal includes wage increases of 3%, 3%, 2.5% and 2.5% over the next four years. It accepted, it represents an 11.46% increase to members.

This is in addition to wage and other monetary increases from the 2020-24 collective agreement which was ratified in February, 2024.

On May 3, 2024, CUPE Local 40 members received:

  1. A minimum wage increase of 7.75% depending on the position.
  2. A safety footwear increase from $200 every 2 years to $150 annually and mechanics tool allowance increased from $500 to $600 annually
  3. Non-monetary benefits such as the addition of an option to allocate annual spending credits to a Wellness Spending Account, and a change to give employees up to May 1 to establish their vacation schedule.

CBE's proposal is reasonable and consistent with proposals and agreements reached across the province.

When combined with wage adjustments and increases under the 2020-2024 agreement, this proposal would see the majority of CUPE Local 40 members receiving overall wage adjustments equaling 19.21​% between 2023-20​27.

CUPE Local 40 provided a counter proposal seeking wage increases of approximately 22% for 2024-2028.​

​Currently, the average full-time salary of a CUPE Local 40 employee at the CBE is $59,900, not including pension, benefits or any overtime pay.

About 20% of CUPE employees work part-time. The average part-time employee works about 19 hours per week and earns $24,900 per year. 

All employees, including CUPE members who work part-time (15+ hours per week) receive:

  • 3-6 weeks' vacation
  • paid statutory holidays
  • sick time
  • pension
  • parental/sick leave
  • medical and dental benefits
  • health spending account
  • tool and safety wear allowances
