The Calgary Board of Education is experiencing exceptional growth in total student enrolment, with over 7,000 additional students having enrolled for the 2023-24 school year. This growth has put pressure on schools in many areas of our city, specifically in the northeast and southeast quadrants. Many more students are expected to enrol throughout this school year.
On Oct. 24, 2023, the Board of Trustees approved the 2024-25 Modular Classroom Program. This year, the CBE is requesting:
- The relocation of 12 modular units from four CBE schools to three of our most highly utilized schools. This is the CBE’s top priority in this year’s Modular Classroom Program.
- 68 additional modular units to be installed at 15 schools that are over their provincial utilization.
- The demolition of one aging modular unit.

“Capital planning needs are still a priority. Constructing new schools can take several years from when the provincial government announces it to the school’s opening,” said Laura Hack, Chair CBE Board of Trustees. “In the interim, modular classrooms can relieve enrolment pressures in rapidly growing communities.”
The process of adding modular classrooms is subject to provincial approvals and funding. To be considered for the addition of modular classrooms, the Government of Alberta requires a school's utilization rate to be over 100 per cent. All the schools listed in the Modular Classroom Program are over 100 per cent utilized.
If the government approves all the CBE’s requests, the modular classrooms will provide learning spaces to accommodate about 2,000 students at 17 schools. The goal is for the highest priority units to be installed for the 2024-25 school year.
The Government of Alberta typically requires school jurisdictions to submit their modular classroom program reports by Nov. 1, 2023, for consideration.
